Should claims with 0 incurred losses (for example cases declined or withdrawn) to be included in the count as well?

The loss distribution profile non-life shows the distribution, in (predefined) brackets, of the claims incurred during the reporting year, therefore claims with 0 incurred losses should not be considered.
