Regards the changes to template (S.30.03) in 2.8 taxonomy, and the associate LOG guidance (in the draft business package supporting SII taxonomy 2.8.0). Can EIOPA please confirm that S.30.03 C0400 through C0440 (inclusive) should be reported as a percentage eg 10 instead of .1 which is implied by the LOG guidance which requests each field is entered as a percentage with no further clarification that this should be as a decimal. This contrasts with the pre 2.8 taxonomy template all of the various commission related fields (C0270 through C0350), which had the clarification: “The percentage shall be reported as a decimal.” and further the retained XL rate fields (C0360 and C0370) have this same clarification. So it seems an omission and an unnecessary inconsistency. We also not that the metric is defined as pure (generally that used for ratios).
EIOPA answer
EIOPA confirms that the approach towards ratios and percentages did not change. Therefore, such values should be reported as decimal (e.g. 0.1 for 10%). Regarding the use of pure metric, we would like to note that this approach is also consistent with previous release. The pure item type is used for both percentages and ratios as provided in the EIOPA XBRL Taxonomy Documentation section VII.2.2 Metrics.
