[QRT S.19.01] Should the sum of columns C0170, C0760, C1360, C0360, C0960, C1560, C1160, C0560, C1160, and C1760 include or exclude the "prior year"? Following the log files "prior year" should be excluded. Our proposal is to include "prior year".

You're correct – "prior year" should be included. This amendment will be taken into consideration in the future ITS.
