Question
I have a rather general question regarding whether taking into account travel insurance when calculating the capital requirement for health catastrophe risk. When deriving the values according to Guidelines 2 - 8, should we also take into account the travel insurance (this insurance covers also medical expenses)?
If yes, could you provide at least some guidance how to do that, because this can be very tricky as vast majority of travel insurance policies are not focused on particular country but EU as a whole or the countries insured person will be travelling through and to.
EIOPA answer
A general answer is not possible as the classification would depend on the specific contractual features.
The scope of the health the health catastrophe risk sub-module and its sub-modules is set out in Articles 144(4) and 160(2) of the Delegated Regulation – please see also Article 1 Par. 3 to 10.
For mass accident risk the E(e,s) are calculated per country taking into account all insured persons of the insurance or reinsurance undertaking who are insured against event type and are inhabitants of the country.
