Biography

Ugo Bassi is the newly appointed Director of Banking, Insurance and Financial Crime at FISMA, the European Commission's Directorate General for Financial Stability, Financial Services and Capital Markets Union. 

He has been Director of Financial Markets for more than ten years. Lawyer by profession, Ugo Bassi started his career as a ‘référendaire’ at the European Court of Justice. In the last years, he held several management positions and was responsible for various post-crisis measures in the area of financial services and markets, namely Post-trade, Securities, Asset Management, Audit, Accounting, and Credit Rating Agencies. 

He contributed to the launching of the Capital Markets Union (CMU) project, including the Sustainable Finance component and secured the adoption of many legislative proposals in this context. Among the most recent: the European Single Access Point (ESAP), the review of the European Long-Term Investment Funds Regulation (ELTIFs), the Review of the Alternative Investment Fund Managers Directive (AIFMD), the review of the Markets in Financial Instruments Regulation (MiFIR), the Corporate Sustainability Reporting Directive (CSRD), the review European Market Infrastructure Regulation (EMIR), the Regulation on transparency and integrity of Environmental, Social and Governance (ESG) rating activities, the Listing Act package, the proposal to review the Benchmark Regulation (BMR). 

He represents the European Commission in the Board of Supervisors of EBA and EIOPA and in many other high-level fora and events worldwide, thus contributing to the international work of the Commission in the area.
