Question
Are Payroll service providers or Payroll software providers within DORA’s scope? And if so, only if they provide services to Banks, Insurance companies, and Investment firms? Or as ICTs would they be subject to DORA independently of their customer?
Background of the question
Payroll services and software are critical for any company’s continuity. Paying accurately and on-time is legally required by all EU countries. It isn’t clear within the DORA documents if Payroll is a data services/analytics provider. There are payroll companies that handle payment services for their customers as well.
