Question

I would appreciate your clarification on two points related to the Solvency II Delegated Acts amendments applicable from 2026, specifically concerning the natural catastrophe risk calibration and reporting requirements. 

1. Correlation coefficients for Flood risk – Grand Duchy of Luxembourg In the updated reporting template S.27.01.01.04 (Natural Catastrophe Risk – Flood), the Grand Duchy of Luxembourg has been added as a separate country. However, when reviewing the published amendments to the Solvency II Delegated Regulation, we could not identify the corresponding update to the table containing the correlation coefficients for flood risk regions/zones, which would be required to calculate the aggregation of flood catastrophe risk for Luxembourg. Could you please confirm: Whether correlation coefficients for Luxembourg flood risk zones have been defined as part of the 2026 amendments; If so, where these coefficients are published or referenced; Or whether the omission is intentional and additional guidance or corrigenda are expected.

2. Identification of newly added earthquake and flood zones in Romania In Annexes XV and XVI, the correlation coefficient matrices for earthquake and flood risk in Romania have been updated and appear to include additional zones compared with the previous version. However, we could not find documentation specifying which Romanian geographical zones have been added or how the new zone definitions should be mapped. Before, the relevant risk zone definitions are clearly documented, for example through the “Mapping of risk zones for regions where the zonation is based on administrative units – Part 1” contained in Commission Delegated Regulation (EU) 2015/35. Could you please clarify: Which specific earthquake and flood zones have been added for Romania; Whether a mapping document or equivalence table exists between the previous and updated Romanian risk zones; Where undertakings can find the official geographical definition of these new zones for implementation and reporting purposes.

For question 1, Luxembourg has only one zone so correlation coefficients for flood risk regions/zones are not needed.
