Question

I have a question regarding reporting of ultimate company in the assets form i.e. Portfolio listing – S.06.02 (formerly D1). In the D1 form, one of the field is issuer group which should be completed with the name of the ultimate parent of the issuer. There are some companies that are technically owned by the government, for example, Royal Bank of Scotland (RBS), Lloyds bank, Ginnie Mae. Also there are some companies that are government sponsored, for example, Freddie mac and Fannie Mae. Should the respective government, in this case UK and US, be reported as the ultimate owner or should it be the actual holding company of the issuer?

EIOPA answer

In the examples given, it should be the ultimate holding company and not the UK, US or any other government.
