Biography

Francesca Utili is the Director General for International Financial Relations at the Department of the Treasury of the Italian Ministry of Economy and Finance. 

She serves as Deputy Deputy to the G7 and G20 groups and is responsible for the relations with International Financial Institutions and MDBs - including IMF, OECD, EBRD, AIIB, AfDB, AsDB.

She is Member of the Boards of Directors of the European Investment Bank, the Council of Europe Development Bank and SACE. 

Until September 2021 she served as Financial Counsellor in charge of Ecofin coordination at the Permanent Representation of Italy to the EU in Brussels. She was previously Director for EU Economic affairs and Director for IMF Affairs at the Ministry of Economy and Finance, Department of the Treasury. Previously, she was a member of the Public Investment Evaluation Unit and a Director at the General Accounting Office at the Ministry of Economy and Finance.

She graduated in Economics at the University La Sapienza and holds a Ph.D. in Economics from the University of Tor Vergata in Rome and a Master’s Degree in Applied Economics from the University of Turin. She carried out postgraduate studies and research in Economics as Visiting Student and Visiting Scholar at the Universities of Cambridge and Oxford, Nuffield College, where she was also awarded a Jemolo Fellowship.
