What is the correct CIC category and Balance Sheet position for revenue stamps. We think that XT79 is most appropriate but in that case, the validation rule BV372 says that it should be reported as "Deposits other than cash equivalents" (rather than "Cash and cash equivalents") in the EBS. This doesn't seem very intuitive to us.

Revenue stamps should be considered as cash equivalent in both the balance sheet and the list of assets. Therefore it should be classified as CIC71. The definition refers to “Notes and coins in circulation that are commonly used to make payments” and revenue stamps may also be used to make payments.
