Question

We have a few questions regarding the requirements for the new QRT S.27.03.

In the LogFile we see the following part in the general introduction of the QRT: "If a policy is renewed during the year, only data related to the policy active at the reporting date should be reported regardless of the fact that such amounts may relate in whole or in part to a later reporting period."

1) We would need a clarification on „If a policy is renewed during the year, only data related to the policy active at the reporting date should be reported regardless of the fact that such amounts may relate in whole or in part to a later reporting period”. This doesn’t clarify on policies expired during the calendar year. If such policies are not considered then premium data is based on “As of” reporting information and claims database is based on Calendar year. This disconnect will bias the data. Should such policies be included then should they be pro-rated such that the premium corresponds only to the period of exposure. E.g. a policy expired at 31/05/YYYY so 50% of the premium is considered.

2) Could you please also give a clarification on Asset type and provide a general guidance on commercial vs industrial assets. If there is no market definition we see the risk of mismatched data between reporting entities. A clear definition/guidance would also help us fill out these values.

Background of the question

Taxonomy 2.10. - requirements for new QRT S.27.02

EIOPA answer

QRT S.27.03 specifies that if a policy is renewed during the year, only data related to the policy active at the reporting date should be reported regardless of the fact that such amounts may relate in whole or in part to a later reporting period. For policies expiring during the calendar year, undertakings shall report insurance premiums and expenses using an approach consistent with that applied to similar reporting datapoints in QRT S.05.01.

Guidance on commercial and industrial asset types can be found in Annex IV S.06.02 – List of Assets (Commission Implementing Regulation (EU) 2023/894).
