Carlos Ignacio De Montalvo

Biography

Carlos joined PwC in 2016, following a career of more than 15 years in the area of Regulation and Supervision of Insurance undertakings and groups.​  Until end March 2016, and since his appointment by the European Parliament in 2011, Carlos was the first Executive Director at EIOPA (European Insurance and Occupational Pensions Authority), in charge of its management, work program, organisation, people and finances. Prior to that, Carlos was appointed (2007-2010) as Secretary General of CEIOPS, the Committee of European Insurance and Occupational Pensions Supervisors.​  

In addition to his international roles, Carlos played a number of relevant roles at the Spanish Insurance Supervisor, DGS (2000-2007), including representing Spain at Council meetings during Solvency II negotiations. He was responsible for Group Supervision at the DGS.​  Carlos also lectures risk management for Insurance undertakings at the ILF (Institute of Law and Finance) in Frankfurt, where he has been a Member of the Board of Trustees for 8 years. ​  Relevant regulatory experience​  Carlos has been working on the design and implementation of Solvency II for 20 years, both at local and EU levels. Before moving to Frankfurt, he represented Spain in the Council Working Group negotiating Solvency II.​ He has been directly involved in the implementation of IDD and Product Governance rules, including supporting insurers in on-site inspections around Value for Money and POG.​  Carlos has also been involved in the development at insurance group level of liquidity contingency funding plans and recovery plans; furthermore, he is also currently supporting the development of resolution frameworks.​  Carlos, already as PwC partner, has been asked by IAIS and the World Bank to share his experiences on implementing RBC, or the FSB regarding Resolution planning. ​  

Carlos keeps actively involved in regulatory and supervisory topics, both in terms of thought leadership as well as by providing insurers with in-depth assessment on the impact of the proposed changes, as well as the expected end result of the process.​  His clients include Allianz, Aviva, Bupa, Mapfre, MetLife, Munich Re, Swiss Re, Zurich… as well as Apollo, BlackRock, BlackStone, or BBVA, Santander.
