The European Insurance and Occupational Pensions Authority launched on 5 May 2026 a public consultation on its draft technical advice on minimum common standards for insurance guarantee schemes (IGS) in the European Union. The advice, which includes a detailed technical annex, comes in response to a request from the European Commission and supplements the IGS-related aspects outlined in EIOPA’s 2020 Opinion on the review of Solvency II with targeted proposals, see further details: link.
The Commission requests this technical advice from EIOPA in the context of Article 98 of IRRD. To seek stakeholders’ views early in the process, EIOPA previously conducted a public workshop on Insurance Guarantee Schemes on 4 February 2026 and collected stakeholders’ feedback via an online survey (see link). Executive summaries of the feedback received were considered in the development of the advice and are included in the annex to EIOPA's advice.
EIOPA invites stakeholders to provide feedback on the draft advice and/or on the annex by responding via the online survey no later than 26 June 2026 (see link).
With this workshop, EIOPA intends to guide stakeholders through the consultation and to inform about the key findings of the advice, structured across four main policy areas:
- general questions about the impact of minimum harmonized IGS;
- operational functioning of IGS;
- conditions for effective funding of IGS; and
- interaction between the IRRD and harmonized IGS.
Participants will have the opportunity to ask questions regarding the consultation process and the draft advice during the workshop.
