The Survey on access to cyber insurance by Small and Medium Enterprises (SMEs) is intended to better understand the challenges that SMEs face in protecting themselves from cyber risk and to understand the level of access to cyber insurance.

Target audience

The survey is being distributed with the help of SMEunited and the national associations of SMEs. However, any SME is welcome to complete the survey on its own initiative.

The survey has been made available online and is designed to be straightforward and easy to complete. We estimate that managers of SMEs should be able to answer the survey within approximately 15 minutes. Please note that we are working to make this survey available in multiple languages, ensuring accessibility to a broader audience. While not all language translations may be immediately available, we will strive to expand the language options to accommodate diverse participants.

Why we are consulting

The survey will gather information about the availability, affordability, and understanding of cyber insurance for SMEs. The questions in the survey are intended to shed light on the experiences and perceptions of SMEs regarding the cyber insurance made available by insurance undertakings/brokers/intermediaries. EIOPA would like to know whether SMEs have considered purchasing an insurance policy, the factors that influenced their decision to purchase cyber insurance coverage, and the potential barriers to access, such as cost of insurance, the complexity of the products offered, a lack of clarity on the benefits and exclusions of the insurance, or lack of supply/coverage by insurance market.
