Question

Regarding the quantitative reporting template S.12.01.b for the preparatory phase I have the following questions:

a) Cells JA1, JA2, JA4, JA6, JA7, JA9, JA10, JA12, JA13, JA14 have the following description: 

Gross BE for different countries - For countries in the materiality threshold [one line for each country in the materiality threshold]

Cells JE1, JE2, JE4, JE6, JE7, JE9, JE10, JE12, JE13, JE14 have the following description:

Gross BE for different countries - For EEA countries outside the materiality threshold

In case the undertaking had 6 countries in the materiality threshold, which cell codes should be used? If it is necessary to report one line for each country in the materiality 

threshold, from JA1 to JE1 there are only 4 available cells (JA1, JB1, JC1, JD1).

b) Cell A7 is the Amount of Technical provisions calculated as a whole regarding LoB Life accepted reinsurance (A7=A7A+A7B+A7C) being:

- A7A: Amount of Technical provisions calculated as a whole regarding LoB Life Accepted reinsurance, Of which WP (Insurance with profit participation on Accepted reinsurance (Gross))

- A7B: Amount of Technical provisions calculated as a whole regarding LoB Life Accepted reinsurance, Of which UL (Index-linked and unit-linked insurance on Accepted reinsurance (Gross))

- A7C: Amount of Technical provisions calculated as a whole regarding LoB Life Accepted reinsurance, Of which OL (Other life insurance on Accepted reinsurance (Gross))

Where should be reported the Amount of Technical provisions calculated as a whole regarding LoB Life Accepted reinsurance Of Annuities stemming from non-life insurance contracts and relating to insurance obligation other than health insurance obligations (LoB 34)?

EIOPA answer

a) The files as published are not prepared to be used for reporting. The reporting will need to be done in a format to be decided by the NSA. If XBRL is chosen, the question is not relevant as excel files will not be used. If excel files will be used you need to check with your NSA which files should be used. In any case you can always add the number of lines needed. If the codes of the cells need to stay or not (i.e. if the line with the codes need to be kept or not) or if the number of lines will be added or not should be decided by each NSA.  

b) When discussing the templates EIOPA believed that it should not specifically require the reporting of the Accepted reinsurance related to “Annuities stemming from non-life insurance contracts and relating to insurance obligation other than health insurance obligations”. This means that in template S.12.01, cell A7 should reflect to total of Accepted reinsurance, i.e. including the accepted reinsurance related to “Annuities stemming from non-life insurance contracts and relating to insurance obligation other than health insurance obligations”, but this specific value is not required separately.
