Question
The column C0030 has a label that suggets values between 0 and 100, but the metric Pure with data type num:percentItemType is the same for e.g. Share reinsurer (%), C0100 in S.30.02.01 which shall be reported as a decimal. So in general, how do you know if a percentage should be reported as a number between 0 and 100 or a decimal?
EIOPA answer
EIOPA confirms that the definition of C0030 have two pieces of information which result in conflicting conclusion. The LOG is stating that: “[…] please report here the percentage of products in this category (measured by gross written premiums) that covers at least one aspect of climate-related perils, between 0 and 100". Therefore, we have some inconsistency, as:
- according to the XBRL Taxonomy Documentation (Table 8. Model and XML data type for metrics, local name codification letter and reporting unit), both Percentage values and ratios should use percentItemType data type;
- according to the rule 3.2.(b) – Non-monetary numeric units of XBRL Filing rules: “A fact representing rates, percentages or ratios MUST be reported using decimal notation rather than in percentages (e.g. 9.31% must be reported as 0.0931)";
- according to the LOG values between 0 and 100 should be provided;
As modelling follows the technical documentation for the model (albeit in different format, inconsistent with the one provided in the LOG and label title), the modelling is correct, i.e., decimal, and EIOPA will include this in the list of known issues for the 2.8.0 model.
