Q&A

Question ID: 2555

Regulation Reference: (EU) No 2015/2450 - templates for the submission of information to the supervisory authorities

Topic: Reporting Templates

Article: 35 of SII Directive

Template: S.14.02

Status: Final

Date of submission: 06 Jan 2023

Question

Regards the new S.14.02 QRT for 2.8 and the associated LOG guidance (in the draft business package supporting SII taxonomy 2.8.0)..

Could EIOPA please confirm our understanding of the requirements to report the case where a LoB has multiple products and countries and some of which do fall within the C0020 products list with the following example:

LoB 7 (Fire and property) has 3 products with following country split
- prod 1 falls into 7.1 product category (ie with NAT CAT exposures) and has TP (to keep things simpler these are all in EUR and premiums are 0) country split of 90 DE, 5 IT and 5 ES
- prod 2 does not fall into product category 7.1 and has TP country split 1 DE and 99 IT
- prod 3 does not fall into product category 7.1 and has TP country split 1 FR and 1 ES

To report this in S.14.02:
- prod 1 will have two rows, both with C0010 = 7 and C0020 = 7.1, and in one of these rows C0120 = DE and the other with C0120 = IT,ES. The values in C0030 through C0110, C0130 and C0140 will correspond to the C0120 split
- prod 2 and 3 are not in the C0020 list so will not be separately reported
- LoB 7 overall will also be reported and will have 3 rows, all with C0010 = 7 and C0020 = "Total/NA", and in one of these rows C0120 = DE, one with C0120 = IT and one with C0120 = FR,ES. . The values in C0030 through C0110, C0130 and C0140 will correspond to the C0120 split at the total LoB level (so combining across different products but with same LoB and country)

EIOPA answer

EIOPA would like to clarify that regarding template S.14.02 for each line of business a maximum of two rows (except for line of business 12 for which three rows can be reported one for all products falling under line of business 12 and one for products falling under product category 12.1 and one for products falling under product category 12.2) can be reported one containing all the information for all products falling under the relevant line of business (C0010) and one if relevant for those products which fall under the specific product categories identified in C0020. In C0120 all countries in which the relevant products are commercialized and which meet the thresholds included in C0120 should be listed in the relevant (one) row separated by a comma.

In the concrete example provided the first row should contain the information about all products (i.e., prod 1, prod 2, prod 3) commercialized in all the relevant jurisdictions, while the second row should contain information about those products which fall under product category 7.1 – the information provided in this second row should relate to all relevant products commercialized in all jurisdictions.
