Question

Could EIOPA please clarify whether the new field in S.01.02 R0260 (Direct URL to download the Solvency and Financial Condition Report (SFCR) corresponding to this financial year reporting obligation (R0090)) should be completed in quarterly submissions with the url if available but this url has already been provided in previous submissions relating to the same reporting year? For example, typically we would expect the first occasion an insurer would providing the url for a newly published (and not a "resubmission") SFCR would be the annual submission. Assuming that url did not change in the intervening periods, would EIOPA expect that same url to be reported in s.01.02 R0260 in the subsequent Q1, Q2, Q3 and Q4 submissions (i.e. those quarterly submissions before the next year's SFCR is published)? Or in this scenario, insurers should report d “NOT PROVIDED/NOT AVAILABLE"? So far as we can tell there is no (not even draft) LOG file updates for the EIOPA 2.5.0 taxonomy so we could not find any guidance anywhere on how to complete this new field.

EIOPA answer

The technical field S.01.02 R0260 to collect the direct URL to the SFCR should be provided only for the annual remits and is not necessary for the quarterly remits. As the XBRL taxonomy shares the same S.01.02 technical table covering the annual and quarterly remits, it was unintentionally added to the quarterly remits. Taking this into account, and other issue on the validation of the string “NOT PROVIDED/NOT AVAILABLE", EIOPA will deactivate the related validations and document the issue and the workarounds in the Public List of Taxonomy Known issues. Please note that information about this this new field can be found in the XBRL Filing Rules point V.8 “Direct URL to download the Solvency and Financial Condition Report (SFCR).
