Question

Is there a specific database which must be used to obtain data to populate the S.06.02 chartfields “C0200 Issuer Name” & “C0240 Issuer Group” & “C0250 Issuer Group Code”? EIOPA’s guidelines specify that the LEI codes used on S.06.02 etc must be consistent with the GLEIF database, but does not state that entity names etc must be similarly consistent. We are currently using feeds from Blackrock/Reuters to populate our QRTs. To use the GLEIF database as well (to populate C0200 and C0240) would require substantial additional cost (€+100K) for little or no benefit, given that the bulk of the differences between GLEIF database and Blackrock/Reuters are minor spelling or punctuation issues. We believe that ensuring that the LEI codes themselves agree to the GLEIF database should be sufficient for regulators to check that the information provided is correct. We are also looking to confirm if the submitting entity must adhere to a unique regulator request to source data used to populate the “C0200 Issuer Name” & “C0240 Issuer Group” & “C0250 Issuer Group Code” from a specific LEI database?”

Background of the question

One of the regulators to which our organisation reports requires us to make sure that all information on S.06.02 is consistent with the GLEIF database, and not just the LEI codes. Some of the rejections are down to minor punctuation differences and correcting them adds substantial time & effort. The other regulators do not seem to have concerns about this.

EIOPA answer

EIOPA agrees with the proposed answer. The LEI codes must be reported correctly according to GLEIF database.

The names should also be reported correctly, but minor differences as indicated to the entries in the GLEIF database can be accepted.
