Biography
Evelyne Massé was appointed 1st Deputy Secretary General of the Autorité de contrôle prudentiel et de résolution (ACPR) on 1st September 2024. She is more specifically in charge of insurance supervision - both off-site and on-site -, AML-CFT supervision and a number of internal issues (IT, legal, internal control) at the ACPR.
Evelyne Massé has devoted most of her career to financial supervision, in both its practical and regulatory dimensions, since 2001. She graduated from École Polytechnique as an engineer and from the ENSAE as a statistician and economist, before becoming an actuary. Banking and then insurance supervisor for some years, she joined in 2006 the European Commission for three years, where she contributed to the adoption of the Solvency II Directive. In 2009, she came back to the French supervisory authority, in one of the two directorates in charge of insurance line supervision. In parallel, between 2013 and 2016, she chaired EIOPA’s Financial Requirements Committee, working on EU standards for risk quantification and own funds requirements for insurers and reinsurers, and then took part in the EIOPA Project Team dedicated to insurers’ investments in infrastructures. Beginning of 2018, she became Director for Cross-functional and Specialized Supervision, in charge of on-site, IT-risk and AML-CFT activities in insurance, before becoming in December of the same year, Director for Banking Supervision, working closely with ECB services as part of the Single Supervisory Mechanism (SSM). In April 2023, she was appointed Deputy Secretary General in charge of banking and AML-CFT supervision, before moving back to insurance last September. Since February 2023, Evelyne Massé is also ACPR representative on the board of the French Accounting Standards Authority.
